Independent Review Panel Support
Confident, Compliant IRP Management When Time Matters
From documentation and statutory timescales to hearing support and outcome letters, we manage every stage of your Independent Review Panel with calm, expert care.
What Is an Independent Review Panel?
An Independent Review Panel (IRP) is convened when a parent requests a review of a governing board’s decision not to reinstate a child following a permanent exclusion. The panel does not rehear the original governor panel meeting or revisit every aspect of the case. Instead, it reviews whether the governing board’s decision-making process was lawful, fair, rational and procedurally sound, and whether the panel reached its decision appropriately. Governance Connected provides clear, practical support to help schools and trusts administer this sensitive statutory process properly and with confidence.

Independent Review Panel FAQs
Clear answers to common questions about arranging an IRP, meeting statutory requirements and ensuring a fair, well-managed review.
When is an Independent Review Panel required?
An IRP is convened when a parent applies to have a governing board’s decision not to reinstate their child following a permanent exclusion reviewed. The application must be made within the statutory timeframe after the parent receives the governing board’s decision.
What does the Independent Review Panel review?
The panel does not rehear the original governing board meeting or make the exclusion decision again. It reviews the governing board’s decision-making process, including whether it was lawful, reasonable and procedurally fair.
Who should attend an IRP and what documents are needed?
Attendance will usually include the panel members, the school or trust representative, the parent and their representative where applicable, and an SEN expert where requested. The information pack should include the relevant exclusion papers, governing board minutes and decision letter, evidence considered, policies and any representations required for the review.

Yes. We can provide an experienced, fully trained IRP clerk on an hourly basis. This can include preparation, hearing attendance, procedural guidance, high-quality minutes, the outcome letter, travel time and expenses. We also help keep the process on track within the required statutory timescales.
